Projects like Kaesong, Kumgang,[link widoczny dla zalogowanych], food aid,[link widoczny dla zalogowanych], and other forms of assistance even if not reciprocated by cooperation from Pyongyang were nevertheless creating ties and interlinkages that in their aggregate would make the North both sensitive interdependent and vulnerably interdependent. That is, the North would suffer both short-term shocks and long-term displacement from a severing of these ties and that this in turn would provide Seoul with powerful leverage over the North.
A well-respected scholar explained at a conference in New York city this past week that the shutdown of Kaesong is costing the North $3 million per month in lost wages; and the suspension of Kumgang has cost Pyongyang $2 million per month in lost cash. For the North, that is a lot of money. So where is the interdependence and leverage that sunshine policy was to have created on the North? Indeed, Pyongyang has no qualms of severing ties.
Interdependence does not work if the target state chooses to be autarchic and is willing to bear the costs of that self-isolation.
Instead,[link widoczny dla zalogowanych], if one listens to the progressives, it is the South, not the North that appears to be suffering from the costs of interdependence.
This is because progressives have made the South politically dependent on the sunshine policy where North Korean acquiescence has become the metric for success. That is,[link widoczny dla zalogowanych], the progressive metric is that if the North is "happy" then South Korean government is "succeeding." This is the wrong metric. The correct one is that the North must reciprocate cooperation on denuclearization,[link widoczny dla zalogowanych], tension-reduction, or human rights in return for South Korean engagement. Everyone wants a reasonable rate of return on her investment.
If inter-Korean engagement is financed off the backs of South Korean taxpayers, they are entitled to no less and should be spared political attempts to veil North Korean intransigence as the fault of the incumbent government's common-sense policies in Seoul.
